Your faxes are not being sent because the fax numbers are not being dialed correctly.
This is typically caused by numbers that need to include the area code for what is known as "Local Long Distance" dialing. Dialing rules are configured within Windows "Phone and Modem Options" within Control Panel. See the attached document to this article for more information on creating and configuring dialing rules.

NOTE: In order to ensure your dialing rules will function once they are setup, your fax numbers in ACT! must be entered as TAPI Conical formatted.
